Slave catchers capture a runaway slave under fugitive slave laws in effect at the time.

The provision remained as part of the Constitution until the passage of Thirteenth Amendment barred slavery throughout the nation in 1865.

Even with Article IV in place, Southern landowners pushed for a law to ensure the return of their slaves. The second Congress passed a fugitive slave act in January 1793. Josiah Parker of Virginia, one of only two Southerners in the House to vote against the bill, was a Quaker who referred to himself as a reluctant slave owner. Although some Quakers owned slaves, most of the religion’s followers opposed slavery. President George Washington signed the bill into law on February 12, 1793. The new law set a fine of five hundred dollars for anyone who took steps to “obstruct or hinder” a person who was retrieving a suspected fugitive.
